Leadership Team

The operations of FSEAP Vancouver fall under the leadership of a volunteer Board of Directors. Board members represent a diverse cross-section of the workplace, including professional, management and labour components, and bring unique expertise, vision, and support to FSEAP and its provision of EFAP services. The leadership of the Board is endorsed by the President and CEO, and further supported by the Vice President of Business Development and Director of Clinical Services. A group of highly qualified and experienced EFAP account and program managers, staff counsellors, and our administrative professionals make up the remainder of team.

Beth Rees, President and CEO

Beth brings 20 years experience in the human services sector, working with both public and private organizations in Canada and the US.  She is a registered clinical counsellor with a Bachelor's degree from Loma Linda University, and a Masters Degree in Clinical Psychology from Pepperdine University. Beth has worked as a clinical counsellor, child abuse investigator, forensic interview specialist, clinical supervisor, and consultant. Prior to joining FSEAP she held senior management positions in the social services sector where she managed and developed innovative treatment programs and designed and implemented quality improvement programs that support best practice. Beth has been with FSEAP since 2007, initially as the Vice President of Clinical Operations and most recently as the Chief Operating Officer. In addition, Beth is a member (Vice President) of the executive team for the parent organization of Family Services of Greater Vancouver (FSGV) and leads the Risk Management directives for FSGV. During Beth’s tenure at FSEAP, she has successfully led several critical projects including the implementation of a new database management system, the development of a quality improvement program, the leadership of a successful reaccreditation process with COA, the restructuring of the administration and clinical teams, in addition to the ongoing development of business opportunities and relationship building with new and existing organizational clients.  Beth brings to her role extensive leadership experience and success in developing highly collaborative and productive work teams. Her collaborations also include partnerships with other EFAP leaders in her role as the Regional Director of FSEAP for the Pacific, and as a member of the National Management Board of FSEAP.

Joanne Gillespie, Director of Clinical Services

Joanne holds a Master's in Clinical Counselling from Azusa Pacific University in California, and a Bachelor's degree from the University of British Columbia.  She has over 30 years of experience in the clinical field, including 15 years working in various capacities within the EAP industry. Her professional experience includes working as a consultant at Warren Shepell and the Bank of Montreal EFAP, as the provincial EFAP Coordinator for Petro-Canada, and most recently at Interlock, where she was Director of Service Delivery. In that role, Joanne led Interlock's clinical EFAP counselling practice, and supervised its clinical team. Joanne joined the FSEAP team in 2008 as a Senior Account Manager, managing some of our largest and most important accounts. Iin 2009, Joanne took on the leadership of the EFAP Account Services and in August of 2010 transitioned in to the position of Director of Clinical Services. She is a Registered Clinical Counsellor; a member of the BC Association of Clinical Counsellors.  

Julia Moser, Senior EFAP Account Manager & Workplace Consultant

Julia has a B.A. from the University of Victoria, a Graduate Diploma in Human Resources Management from Royal Roads University, and a Master of Arts degree in Counselling Psychology from City University of Seattle. She has over ten years of experience as a Human Resources Manager in a variety of organizational settings providing conflict resolution, coaching, work-related counselling, and other HR functions. Her professional experience includes working as the Manager of Human Resources for the Vancouver Art Gallary, the Director of Human Resources for Kor Real Estate/Loden Vancouver.  Julia routinely provides specialized consultations to managers on employee and workplace mental health and wellness. Julia joined the FSEAP team in February 2008.

Joan Ridsdel, Senior EFAP Account Manager & Workplace Consultant

Joan is a Registered Social Worker and holds a Masters degree in Human Resource Development.  She has over 20 years of experience in the social work field, including 10 years as an EFAP Consultant for the Saskatchewan Public Service.  There Joan acted as an internal/external consultant delivering customized EFAP services to both contract and executive government departments.  She has extensive experience providing consulting services to senior management, human resource professionals, unions and employees with regard to workplace issues, change management, downsizing/reorganization initiatives, and performance management.  Joan is also experienced in providing consultation, assessment, coordination, and direct intervention/support services in response to critical incidents within the workplace.  Joan joined FSGV in 2009 where she was the Program Manager/Acting Administrator for the Adoption Program and joined FSEAP in January 2012.
